Shares are "easy to borrow" (often abbreviated ETB), the locate is trivial, and the borrow fee is minimal.
For smaller or more heavily shorted stocks, locating becomes a genuine constraint. A stock is considered "hard to borrow" (HTB) when its available float is limited, when ownership is concentrated among a small number of holders who have not made their shares available for lending, or when existing short interest has already consumed most of the lendable supply. In these situations, the broker may be unable to locate shares at all -- making a short position impossible to initiate regardless of the investor's thesis -- or may only be able to locate shares at steep borrow fees.
Some brokers require a "pre-borrow" for hard-to-borrow names, meaning the shares must be formally reserved before the short sale is executed. This adds operational complexity and typically increases cost.
The Short Borrow Rate
The borrow fee, also called the stock borrow rate or short borrow cost, is the annualized percentage rate a short seller pays to maintain the borrowed shares. It accrues daily and is settled periodically by the broker reducing the short seller's account.
For easy-to-borrow large caps -- think mega-cap index components with hundreds of millions of shares in institutional hands -- borrow rates are often near 0.25% to 1% annualized. The cost is negligible for most short-term positions. For hard-to-borrow names, the rate can be dramatically higher. Borrow rates of 20%, 50%, or even 100%+ annualized are not unusual for heavily shorted small-cap or micro-cap stocks. Some particularly scarce names have traded at borrow rates above 200% annualized.

If a stock has a 50% annualized borrow rate and a short seller holds the position for six months, they have paid 25% of the initial short sale proceeds in borrow fees alone -- before the stock moves at all. A short squeeze occurs when a rise in a heavily shorted stock's price forces short sellers to cover their positions, and that covering accelerates the price rise, which forces more covering, and so on. The loop is self-reinforcing until short interest is exhausted or the stock finds new sellers willing to absorb demand.
The chain of events typically unfolds in stages. A catalyst -- good news, unusual buying activity, coordinated purchasing, or simply a technical breakout -- causes the stock to rise.
